Serving on the CUSD Board of Trustees for 8 years, focused on improving safety to schools and the local community by an additional Carlsbad PD Safety Resource Officer, providing additional social emotional supports to students during the pandemic, securing from the community Proposition HH Bond that ensured the safety and security of students and staff. Replaced inefficient energy and water systems to be more energy efficient and bring solar energy to schools reducing utility costs. Upgraded and modernized schools, classrooms, and labs to prepare students for in demand and STEAM careers locally. For more information on Proposition HH. Carlsbad Unified has garnered statewide and national recognition.

Ray has been mindful of Carlsbad taxpayers on the CUSD Board saving them $19.2 million through 2034 on refinancing Proposition P bonds.  He understands tax payer expectations and is experienced in oversight of community funded bonds having served on the oversight Committee for Proposition P $225M CUSD Bond. 

Provided counsel to Mayor Hall serving on his Education Advisory Committee and the Carlsbad Chamber of Commerce Education Committee.

Ray serves on the Mira Costa College Technology Career Institute Advisory Committee that provides job training in advanced manufacturing, engineering, emerging technologies, health care, veterinary science, professional skills training to meet the work force needs of San Diego County.

Serving on the Rotary Club of Carlsbad Foundation granting scholarships to both high school and Mira Costa College Students to meet in demand jobs in North County.

Recently, Ray served at CSUSM College of Business as Executive in Residence coaching business students on their career path. 

Ray is the Chairman of the Carlsbad Fire Department Foundation Board which assists the Carlsbad Fire Department through supplemental funding, education, community outreach, and scholarships.

For 8 years Ray served on the City of Carlsbad Senior Commission bringing intergenerational programs between our youth and seniors. Insuring our Parks and Recreational facilities are Senior friendly and advocating with the City Council for our growing retirees and over 50 community.

Funded programs to benefit the residents and visitors to Carlsbad serving on the City of Carlsbad Development Block Grants Advisory Committee.

Ray serves on the Board of the North Coastal Prevention Coalition reducing the harm of cannabis, narcotics, tobacco, and alcohol on young people and neighborhoods in Carlsbad, Oceanside, and Vista.

As advisor and volunteer to the Mitchell Thorp Foundation helped to increase the amount of families and their children that suffer from life-threatening illnesses, diseases and disorders served. 780 children and their families have been served.
